Operation Lockstep: Is Phase Three Being Put In Motion?

 A document published by the Rockefeller Foundation in 2010, titled “Scenarios for the Future of Technology and International Development.”, described the possible ramifications of a Pandemic. 

The “Lock Step” scenario imagined a world where national governments imposed strict top-down control and authority in response to a global pandemic, with citizens complying with government restrictions.

The “Lock Step” section detailed how countries might react to a global crisis, such as a pandemic, with varying degrees of government control. It discussed how more authoritarian governments might succeed in containing the virus by enforcing strict lockdowns, surveillance, and control measures, while other countries with less centralized control might struggle to manage.

Covid-19 was used as a Catalyst for Authoritarian Control. The scenario in this booklet stated that during a pandemic, some governments could impose strict regulations and lockdowns, requiring citizens to comply without question. This centralized control would be successful in containing the pandemic. Over time, these control measures would become permanent, leading to increased government surveillance, biometric IDs, and restrictions on freedoms, even after the pandemic ended. This scenario also emphasized that the public would largely comply with these restrictions, following all orders given, viewing them as necessary to protect public health and safety.

This “Lock Step” scenario was used as a forebearer of a planned agenda for a future authoritarian world government. There are considered 3 phases that governments would use during the pandemic to roll out increasing levels of authoritarianism. They look something like this:

Phase Three: This phase would involve a more permanent state of control, where extreme government measures (such as police and military enforcement, forced vaccinations, and digital IDs) would become the norm. Pfizer CEO says COVID was just a test… “a rehearsal” for something bigger yet to come

When Pfizer CEO Albert Bourla said that COVID-19 was just a test, it pretty much flew under the radar, but history tells us this comment could prove to be more of a warning than an off-handed comment.

“I truly think the best days of Pfizer are ahead of us because Covid was, for me, like a rehearsal, prove generali, how you can mobilize an organization and do the impossible, possible, against a main disease,” Bourla said.

It’s a pretty ominous statement when you think about it considering that when we look back, we can often find instances where someone warned us, either directly or in a more subtle way, that something bad was brewing but no one heeded the warning.

For example, Alex Jones pointed out that he cautioned something like the COVID-19 pandemic would happen way back in 2010. He said this wasn’t just some random prediction that panned out; he read the Rockefeller Foundation Operation Lock Step, which specifically described using a virus to bring in a world government and exert control over people with mandatory quarantines, masking, checkpoints and other violations of personal freedom.

Lockdown measures could be imposed on the UK by the World Health Organisation (WHO) during a future pandemic under sweeping new powers, ministers fear.

Member states would be obliged to follow the agency’s instructions when responding to pandemics, including by introducing vaccine passports, border closures and quarantine measures, under a draft update to its regulations.

A new “pandemic treaty” under discussion would also force Britain to spend five per cent of its health budget on preparing for another virus outbreak.

Ministers are understood to be alarmed by plans to increase the WHO’s powers enabling its governing body to require countries to hand over the recipe of vaccines, regardless of intellectual property rights, and to counter misinformation.

On Sunday, Yahoo News published an article about covid vaccine mandates being still in place in healthcare settings. Citing the example of a nursing home in Missouri, the article describes the daily testing for covid that healthcare workers continue to endure. The article goes on to state that “only the healthy are allowed in to care for virus-free residents.”

So, what does “healthy” mean? A negative covid test? A test which has been widely recognised for not being able to detect infection or diagnose illness. What if a person tests negative for covid but has another infection or illness? Is that person “healthy”? It sounds less like a health measure and more like obedience training.

As The Awake Epidemiologist points out, the continuing covid mandates in healthcare settings are a reminder of what happened in universities and colleges regarding “vaccine” mandates and exemptions last year.

One of the most nonsensical aspects of continuing covid “vaccine” mandates in American universities and colleges in 2022 was that students, faculty and staff who survived the mandates the year before – that is, were fortunate enough to be granted religious and/or medical exemptions – had to reapply for an exemption in 2022. There is no rational explanation for why an exemption would expire.

Lockdown Wasn’t Imposed to Protect the World from a New Virus but Because the Real Economy Had to Be Shut Down

As the Chancellor of the Exchequer, Jeremy Hunt, announces £54 billion in increased taxes and cuts to public services in order to reduce a fiscal deficit being blamed on everything from the Pandemic to Putin and Brexit, this is a look at the actual causes of our spiralling inflation, not just in the UK but across the globe.

In June 2019, the Bank for International Settlements (BIS), the world’s central bank, published its Annual Economic Report. This began with the statement: ‘It was perhaps too good to be true’ — the ‘it’ being the recovery from the 2007-2009 Global Financial Crisis. Describing financial markets as ‘jittery’, the report warned investors about the social and political backlash against what it called the ‘open international economic order’, which the BIS predicted would continue to cast a ‘long if unpredictable shadow’ over the global economy:

From a historical perspective, it is not unusual to see such surges of sentiment in the wake of major economic shockwaves: the Great Depression marked the end of the previous globalisation era. It is too early to tell how this surge will evolve; but it will clearly be a force to contend with in the years to come.

What the BIS was describing here are not only the classic symptoms of a financial crisis produced by the internal contradictions of capitalist accumulation — according to which, as the wages of workers are deflated so too is the purchasing power of consumers, threatening the profits of capitalists and resulting in an inflated credit bubble — but also the threat of the social unrest they cause in the body politic. As the bank of highest appeal on monetary policy, the BIS is more than aware of the threat this presents to the global financial system. The following month, accordingly, in July 2019, the BIS called for ‘unconventional policy’ in order to ‘insulate the real economy’ from further deterioration in conditions, specifically advocating that, by offering direct credit to the economy, central banks could ‘replace commercial banks in providing loans’.

By August 2019, the global debt-to-Gross Domestic Product ratio had risen to an all-time high of 322 per cent, with total debt reaching close to $253 trillion. Germany, Italy and Japan were on the verge of a recession, and the economies of the UK and China were contracting. That same month, BlackRock, the largest investment fund in the world with $6.5 trillion in assets under management at the time (and since then risen to $10 trillion), published a white paper titled ‘Dealing with the next downturn’. This instructed the Federal Reserve, the central banking system of the USA, to inject liquidity directly into the financial system, in order to prevent a dramatic downturn in the economy it predicted would be even worse than that of the Global Financial Crisis of 2007-2009.

BlackRock argued that, since monetary policy (interest rates on loans and the amount of money in circulation) was exhausted, and fiscal policy (government taxation and spending) would not be sufficient to reverse such a crisis, what was needed was an ‘unprecedented response’. It therefore recommended ‘going direct’. This meant ‘finding ways to get central bank money directly into the hands of public and private-sector spenders’ while avoiding hyperinflation. Significantly, as an example of the dangers of the latter, BlackRock cited the Weimar Republic in the early 1920s, at precisely the time when fascism took root in both Germany and Italy. The company profited from the American Civil War (1861-65)  and Rockefeller used his money to establish the company that made him his fortune: Standard Oil of California. With notions of the Protestant work ethic and Christian charity, Rockefeller and his employees attempted to craft an image of the family dynasty as philanthropic.

Rockefeller’s various institutes and foundations spawned other entities, including the University of Chicago, the General Education Board, and the eponymous Institute for Medical Research. But diary entries, papers, letters, and memos from the time confirm that the motive was primarily to make the public healthier and more educated in order to get them to work for the businesses in which Rockefeller had invested. By the mid-20^th century, it was clear that “philanthropy” was also a massive, legal tax dodge.

Rockefeller’s profit-making agenda included the promotion of so-called “scientific medicine,” which has now become the norm. Although Rockefeller personally championed natural remedies, including homeopathy, publicly he funded allopathic medicine and was a major cog in the machine that brought America’s medical practices up to Europe’s technological standards. But institutions, be they religious, corporate, or national, are not self-containing. They expand. It shuts not only the places where people do “congregate” but also everywhere where they might congregate. Churches. AA meetings. Civic clubs. Libraries. Museums. Homes! And this happened under Trump’s watch right here in the United States! There ought to be a word to describe something more extreme than totalitarian.

China’s Endless COVID Hysteria Is A Dark Social Engineering Experiment

 There are many people that will say that Americans “rolled over” in the face of covid restrictions and vaccine pressures despite extensive evidence that neither of these things had any effect on stopping or stalling the pandemic. But the notion of American pacifism is simply not true. If it were then the US would be looking a lot more like China right now.

Growing opposition to meaningless covid lockdowns and the vaccine passports was a mainstay in the US that made government enforcement impossible. Joe Biden’s attempt to introduce federal vax passport rules for businesses failed miserably, red states defied the lockdowns within a few months of the start of the pandemic and the states that kept restrictions in place had HIGHER rates of infection while their economies sank. When it became clear to the establishment that millions of Americans were not going to comply, they had to back off.

Even blue states and cities have been forced to acknowledge that the farce is over; Los Angeles County tried to reintroduce mask mandates recently and the measure collapsed in failure as many municipalities said they planned to ignore any new ordnance. Covid’s median Infection Fatality Rate of 0.23% was not enough of a threat to convince the public to abandon their constitutional rights.

Without the millions of courageous people that refused to comply our country might look very different today. The CCP has faced little public opposition over their draconian covid rules, and when they do, they don’t worry much because the population is completely disarmed. This has resulted in a veritable nightmare world for the citizenry. The Next Lockdown?

So, for tonight, we have another look at the notion that the government has been instructed to wheel in yet another lockdown; one that is meant to coincide with the next mRNA booster and the Q code vaccination passport app that is being implemented in the EU countries around July 2022.

Prominent Lockdown Advocate Admits He Got it Wrong

[Humans Are Free]: In a new book titled The Year the World Went Mad prominent lockdown advocate Mark Woolhouse admits he got it all wrong.

Professor Mark Woolhouse is a member of SPI-M, SAGE’s modelling group, which advises the British government on lockdown measures.

SAGE has a reputation for forecasting apocalyptic COVID scenarios that never come close to materialising, such as last year’s prediction that Omicron might cause 6,000 fatalities per day in the UK if more limits are not imposed.

Omicron caused nothing like the same number of fatalities as SAGE suggested earlier in the summer, despite the fact that far stricter restrictions were not applied.

Woolhouse expresses sorrow for SAGE’s role in advocating lockdown measures that caused massive havoc but only served to slow the spread of the epidemic in a new book titled The Year the World Went Mad.

Woolhouse said “We knew from February [2020], never mind March, that the lockdown would not solve the problem. It would simply delay it,” and went on to say that no one in government seemed to realise the strategy’s failure.

New Meta-Analysis Concludes Lockdowns “Have Had Little To No Effect On COVID Mortality”

[The Pulse]: If lockdowns were so effective, why would the mainstream need to ignore the data showing otherwise? Why would they ridicule and censor scientists showing the opposite? Why wouldn't they just have an open public debate for everybody to see?

A new meta-analysis regarding the effectiveness of lockdowns examined evidence to determine if there is actually any empirical evidence to support the belief that lockdowns reduce COVID-19 mortality.

The paper points out that researchers at the Imperial College London early on in the pandemic (Ferguson et al. (2020)) predicted that lockdown strategies would reduce COVID-19 mortality by up to 98%. This is what motivated the researchers to look into this deeper. Another big motivation was the fact that “there was no clear negative correlation between the degree of lockdown and fatalities in the spring of 2020.”


“Given the large effects predicted by simulation studies such as Ferguson et al. (2020), we would have expected to at least observe a simple negative correlation between COVID-19 mortality and the degree to which lockdowns were imposed.”

Overall, despite that the topic still seems to remain an open debate with no clear answers, this meta analysis found that lockdowns, school closures, border closures, and limiting gatherings have had and no effect on COVID-19 mortality. Aaron Russo Exposes the Global “Elite”, Central Banks, New World Order and Microchips

 [The Expose]: In an historic final interview, filmmaker and music promoter Aaron Russo goes in depth on the insider-knowledge given to him by a member of the Rockefeller family.

In 2006, the year before he died, Russo released his “Freedom to Fascism” documentary that connected the dots between the Federal Reserve, income tax, computer voting fraud, national identity card and erosion of civil liberties in America.

More Than 400 Studies Show Lockdowns and Face Masks Don’t Work

[The Expose]: While world health leaders and politicians cling to the idea that lockdowns, mask mandates and school closures are the only safe way of handling Covid, evidence from more than 400 studies show these interventions simply don’t work.

The Brownstone Institute for Social and Economic Research is a non-profit organisation founded in May 2021. Its vision is of a society that places the highest value on the voluntary interaction of individuals and groups while minimising the use of violence and force including that which is exercised by public authority. The motive force of Brownstone Institute is the global crisis created by policy responses to the Covid-19 pandemic of 2020.

“The great body of evidence (comparative research studies and high-quality pieces of evidence and reporting judged to be relevant to this analysis) shows that Covid-19 lockdowns, shelter-in-place policies, masks, school closures, and mask mandates have failed in their purpose of curbing transmission or reducing deaths. These restrictive policies were ineffective and devastating failures, causing immense harm especially to the poorer and vulnerable within societies.,” the Brownstone Institute wrote.

“The benefits of the societal lockdowns and restrictions have been totally exaggerated and the harms to our societies and children have been severe: the harms to children, the undiagnosed illness that will result in excess mortality in years to come, depression, anxiety, suicidal ideation in our young people, drug overdoses and suicides due to the lockdown policies, the crushing isolation due to the lockdowns, psychological harms, domestic and child abuse, sexual abuse of children, loss of jobs and businesses and the devastating impact, and the massive numbers of deaths resulting from the lockdowns that will impact heavily on women and minorities.”

Taking a close look at the real evidence, the Brownstone Institute says it plainly: the Covid pandemic has been steered by politics. It’s evidence of “monumental failure of lockdown policy.”

“It was clear very early on that task forces and medical advisers and decision-makers were not reading the evidence, were not up to speed with the science or data, did not understand the evidence, did not ‘get’ the evidence, and were blinded to the science, often driven by their own prejudices, biases, arrogance, and ego. They remain ensconced in sheer academic sloppiness and laziness. It was clear that the response was not a public health one. It was a political one from Day 1 and continues today.”

Brownstone then lists a compilation of 404 studies, reports and discussions as evidence that Covid lockdowns, use of face masks, school closures, and mask mandates were largely ineffective and caused crushing harms: lockdowns (162); school closures (75); masks ineffectiveness (97); mask mandates (9); and, mask harms (61).
