 The UK government is yet again obeying the UN’s directions by making moves to house “individuals” in “human settlements.”

As one of 7 “new towns,” construction is underway near Bristol that will, ultimately, have 25,000 homes. The problem is not the building of new homes; it is that they are being designed as 15-minute cities.

Brabazon is a major mixed-use development and potential new town located in South Gloucestershire, on the northern fringe of Bristol near the border with Gloucestershire.

Situated on the historic former Filton Airfield, the site is being developed by YTL Developments. While the core Brabazon development has planning permission for 6,500 homes, it is part of the broader West Innovation Arc corridor, which the UK government has proposed could accommodate hundreds of thousands of homes as part of a project to develop 7 “new towns.”

Labour Opens Door to ‘Stalinist’ 15-Minute Cities Across Britain

 Labour has approved a rollout of “Stalinist” 15-minute cities across the UK. Camilla Turner in the Telegraph has more.

Ministers have said that they will allow councils to use driver licence databases to impose fines on drivers who fall foul of “traffic filters”, which restrict driving in certain areas.

The controls on motorists, which are to be implemented for the first time in Oxford city centre later this year, have been described as “perverse” by motor groups.

The 15-minute city is based on the idea that a person can access amenities within a quarter of an hour by walking or cycling. In some cases, this could result in traffic restrictions being brought in for drivers.

The most high-profile example of such a plan is in Oxford, where the council put forward proposals to divide the city into six “15-minute neighbourhoods”.

Under the scheme, drivers would need a residents’ permit that allows 100 days of free travel per year through six traffic filters during operating hours.

Meanwhile, a separate permit allows 25 days of free travel per year through six congestion charge locations during charging hours, and after this, drivers face fines if they travel without the relevant permission.

Greg Smith, Shadow Transport Minister, said: “This is the blueprint for a national rollout. Labour has given the green light for draconian councils like Oxfordshire to police how people live, move and drive, using cameras and fines backed by DVLA data.

“Oxford is the test case, but this is Labour’s blueprint for the country.”

Duncan White, Director, of the Alliance of British Drivers said 15-minute cities were an “abomination”.

He said it was a “perverse” and “Stalinist” approach to social control, adding: “It is an encroachment on civil liberties, and it is a page out of the East Germany playbook.

“With the 15-minute city, you will have to, in effect, apply for an internal passport to go and visit your granny. From a civil liberties perspective, it is nonsensical. From an operational point of view, it is bizarre.”

Jack Cousens, head of roads policy at the AA, said: “What local authorities sometimes struggle to remember is that the car remains and continues to remain the main method which people use to travel around our country.

“Cars coming into the town centres generate a huge amount of parking revenue for local authorities, and the local high street is dependent on strong, consistent footfall, and cars are probably the easiest way for people to get in and out of town centres.

The dangers of smart cities and 15-minute cities

 The concept of smart cities started in the mid to late 2000s in England with the Smart City Index.  Bristol and London served as flagship smart cities, where infrastructure such as the Internet of Things and artificial intelligence (“AI”) were implemented to create an efficient system.

The initial plan was part of the Millennium Development Goals, which were accelerated in 2015 to achieve the 2030 Agenda, a goal of Agenda 21, but the plan did not quite work out as intended until the covid pandemic, when the infrastructure for smart cities, including biometrics, and ultra-low emission zones (“ULEZ”) and low traffic neighbourhoods, was rapidly implemented.

The infrastructure for smart cities includes telecommunications infrastructure, such as towers and cables, as well as data centres and servers.  It also involves the installation of smart equipment in people’s homes, including smart meters, such as smart water meters and smart energy meters.

Smart Cities and 15-minute cities: We must stop allowing these criminals to slowly walk us into techno-tyranny

 This brings us to the concept of 15-minute cities. First discussed by a city planner named Carlos Moreno at the United Nations Climate Change Conference in 2015, 15-minute cities is essentially the idea that all the resources within a community should be within a 15-minute walk.

As is typical with most ideas promoted by the UN – it doesn’t sound all that horrible in isolation. I mean, who doesn’t want to be able to walk to get their groceries or to the local community centre for a cookout? In fact, some of you may already be living in areas with everything within 15 minutes of your home. Then what’s the problem, you might ask?

Well, when you look beyond the buzzwords you begin to see that, much like smart cities, 15-minute cities have the potential to be used as a way to limit freedom of movement, freedom of speech and privacy. Many people have also come to fear that concepts like smart cities and 15-minute cities are really about socially engineering people to stop driving their own private vehicles – all in the name of the climate, of course. Look no further than a brand new book by Carlos Moreno, which claims to offer “techniques to change the habits of automobile-dependent city residents”. It doesn’t get much clearer than that.

Moreno has been successful in pushing his idea into the mainstream, with Paris, France first adopting the idea in 2020. But it wasn’t until late 2022 and early 2023 that resistance to 15-minute cities became a public issue. In February 2023, an estimated 2,000 demonstrators gathered in central Oxford, England for a protest against the creation of what is known as a low-traffic neighbourhood, or LTN.

To implement the LTN, Oxford officials voted to introduce six “traffic filters” which are intended to limit the use of cars in residential areas of the city during certain hours. Automatic License Plate Reader (“ALPR”) cameras will scan license plates to fine drivers from outside the county of Oxfordshire who enter these areas during high-traffic times.

Of course, the media has done their best to label the opponents of 15-minute cities as “far right” conspiracy theorists. However, due to the pushback from residents and international attention, the Oxford council recently voted to remove mentions of “15-minute cities” from their city planning documents. While the council voted to remove the phrase from their documents, they made it clear that they still plan to continue their vision of a walkable city with limits on private vehicles. The employee told 12 News “Residents can own one [a car] as long as it’s not parked on site. “Can you imagine living on top of your grocery store?” the employee asked the news outlet.

Chief Covid Con Artist Chris Whitty to approve planning for 60% of new homes

The UK government is to invest £3.2 billion and has created a new statutory consulting body to nudge and corral people into 15-minute cities. Active Travel England (“ATE”), as the new body is called, has recently been tasked with approving all large planning applications, about 60% of new homes. The “Expert Advisor” of the scheme is none other than Chief Covid Con Artist Chris Whitty.

Of course, they make it sound all fluffy and nice, “it’s for your own good” … and voluntary. But this is the start of corralling people into their dystopian 15-minute neighbourhoods and, by overseeing planning applications, forcing businesses to comply with it.

“Active Travel England is responsible for making walking, wheeling and cycling the preferred choice for everyone to get around. Our objective is for 50% of trips in England’s towns and cities to be walked, wheeled or cycled by 2030,” the website states.

“By 2030.” There is the red flag that this is being driven by the United Nations’ Agenda 2030. Once you see the agenda behind the bumph, you can safely assume the rest of the text is psychological mumbo jumbo and it is what is not being said that is important.

England’s Chief Medical Officer, Chris Whitty, is one of 4 that form the advisory panel called Active Travel England. The other three are West Midlands’ Mayor Andy Street, Chair of the Office of Rail and Road Declan Collier and engineering consulting firm Arup’s Global Transport Leader Isabel Dedring. The advisory panel will meet quarterly. The first meeting took place in late October 2022.
