WHO pandemic alerts no longer require proof of illness, document states

The WHO’s latest influenza assessment states that “evidence of illness is not required” for laboratory-confirmed cases of influenza A with pandemic potential to trigger mandatory international reporting.

The reporting gateway is based solely on “laboratory-confirmed” infection, a designation that relies on real-time RT-PCR testing.

WHO technical manuals acknowledge that PCR tests measure fluorescence, not the presence of a live virus, and that false-positive signals can arise from contamination, reagent cross-reactions and heat-induced chemical changes.

The new guidance lowers the evidentiary threshold for activating international pandemic response mechanisms that previously accompanied lockdowns, travel restrictions and vaccine mandates.
