'Using the significator User of Crescents in order to possibly identify the personas represented by this imagery'
The image of the User of Crescents depicts 'the dishevelled woman' apparently undertaking negotiations with the user of crescents to be granted custodianship of the enigmatic 'crescent'? But what does this symbolism identify and is it at all relevant with the situation? I sense the user of crescents to be the someone somewhere who pulls the strings at the very core of the mystery. The 'dishevelled woman' is an associate in some way with him, by the very fact they are seen 'to be doing business together'. She seems as equally as shrewd as he but perhaps not of the same rank... but her station seems significant for she is able to muster her own busy bee workers in the form of the flock of seagulls in the background. Might she be 'the high priestess'?? The eyes that stalk ... or perhaps the betraying link that associates with the McCanns? She is truly not one to be trusted. Dealings with her are unpredictable. An influential friend and a deadly foe ... what is it that perhaps has made her sense she has been aggrieved? For that is the sense here as the image suggests 'revenge'? Or is that merely shades of a conspiracy theory and not truly there at all?

She is most truly linked within the campaign ... and will associate with the User of Crescents who is probably the Pied Piper. Her own 'logo' may depict partly the crescent seen on the altar ... she is certainly not one to be trusted with regard to her involvement in the campaign.
Interesting are the other images which are 'the collective' around the User of Crescents. Again, the Keeper of Weapons makes its presence known as 'the dishevelled woman' seems in truth to associate with the court of weapons and certainly knows the knight who carried the flaming sword in the image. I intuit 'the dishevelled woman' in truth is aware of where Maddy resides and why she was taken. She knows the McCanns, links with the McCanns and is linked also to the campaign.
She contributes to the smokescreens in her own right. She appears to be there at the core of the campaign as well as being linked to those higher places which concocted the manipulation. Her role appears to be their eyes and their ears ... and to ensure the 'truth' is kept well hidden.
The Keeper of Staves depicts the Mythological Beast ... its background involvement in the matter; our mystery woman links here too ... communicating with those who play 'the hand' of the Unicorn on its behalf. Here we have the magician at work ... a cunning ritual behind the scenes. In the image we see the symbol of the caduceus held in the magicians left hand; understand this image as the symbol for the human DNA. Therefore the magician depicts the transcript being written which relates to the laboratory in Birmingham and what will be released as their findings. It seems this chapter links to the hand of the Keeper of Staves.
This woman is extremely cunning ... for she has been placed in the central core. She has at her disposal all the facts and all the figures ... she knows that which relates to the 'conception' method related to be the Giver of Spheres ... she is also at hand to give sympathy to the troubled figure in the 9 of Weapons. She is also likely to know all about the locality of the Shining Star. The Dishevelled Woman is a vital cog in the wheel ... for the campaign to work and for the deception to be held together. This lady is two faced ... the dishevelled woman on one face ... the approachable & charitable businesswoman ... and perhaps 'the high priestess' on the other face ... cunning, shrewd and dangerous?
In truth, I've sufficient insights here to glean the possible identity of 'The Dishevelled Woman" ... a businesswoman linked to media and connection with 'H2O' in a business name. The symbol of a crescent seen in a logo?
