The writing on the dumb bastards arm is the giveaway - Ismail Ax has relevance. We'll in all likelihood never know this for sure, but Ismail Ax was almost certainly a code word that sparked this Manchurian Candidates actions.
Remember the crazy bastard that walked into a Seattle Rave house a few years ago and blasted six people. There was a strange word written outside on the sidewalk in paint there too."However, authorities said when Huff returned to the party Saturday morning, he wrote "NOW" on the sidewalk in front of the house with orange spray paint and opened fire, first killing two people on the front porch then moving inside where four others were killed.

Strange words aren't just something killers take the time to write and/or paint on sidewalks and/or their bodies, these words have a purpose, otherwise they wouldn't spend the time writing them down.
