Sky News Headlines; says: 'It has emerged that the bridge which collapsed in Minneapolis, killing at least four people, had been classed as "structurally deficient" in 1990. t is among 1,160 bridges which are not up to standard in the state and there had been plans to replace it, officials have revealed.
